Extracts of Minutes of the Executive Committee meeting held 9th November 2011

Reports on recent and ongoing matters

i) Breakfast meeting - 21st October – Secretary said that 35 people attended. A discussion was held as to current and future format of breakfast meetings and it was agreed to hold the next one at The Angel and allow time for networking at the beginning of the meeting which would hopefully attract new attendees. Date subject to Angel availability, Wed. Feb 15th.

ii) Meeting with WDC representatives, 24th Nov. – Apart from picking up on future strategy from the July meeting and TCM there is a need for an assurance from WDC that they are working with the retail trade in the town. Norman said he would like to see WDC back a scheme i.e. pedestrianisation which would bring Leamington into line with Solihull.

iii) Chamber future – A paper to give some views and ideas was circulated on this featuring looking at Chamber objectives and possible monthly events which could be attractive to more local businesses. It was agreed as important to have a calendar of events on the website for people to be able to plan their diaries more effectively. Comments were also made on the current website and other initiatives which could be taken to improve value for money for members as against non members.

iv) Local Plan/LEP – A chamber representative had attended the Local Plan seminar and that he will send in a summary for the exec. He said there were various suggestions for new homes and what grants might be available but as yet no-one from WDC is leading the plan going forward. A case needs to be made for some consideration to be given to the growth of the town centre. He has requested dates for getting together with Warwick and Kenilworth chambers.

Chairman talked about his visit to Solihull and how Leamington is not keeping up with it in terms of shops and shopping facilities. He suggested that some of the LEP moneys could be directed into a major scheme into the town such as pedestrianisation to be supported by WDC. This particularly in the light of the planning on Clarendon Arcade being refused.

Chairman suggested a sub-committee be formed to progress this, to use the expertise within The Chamber and BID and to have a brain storming session at the February breakfast meeting.

v) Severn Trent works – It was confirmed that the roadworks on the Parade have been cleared but they will return in January 2012 for 1 to 2 weeks and that the Pump Rooms works will be completed before Christmas.

Notice was given of additional major water works due for the south of the town affecting High Street and Radford Road for a 3 year duration. The Chamber will need to support businesses during those times.

Other reports

BID – are launching the Christmas Shopping Campaign, lanterns for schools workshop and golden ticket rewards for shopping in Leamington which was already receiving good support.

The Christmas Shop Window prize run by The Chamber will be run again.

Treasurer’s report – Treasurer presented accounts for the year to 30th September 2011 showing a deficit of £761 due mainly to a decrease in subscription renewals from £2718 to£1733. He said expenditure had been well controlled. Bank balances to carry forward amount to £4695.

It was suggested that the subscription structure be revisited enabling members to have discounts on events they attend and be more relevant to the business itself rather then its size.

The accounts were approved.

Secretary’s report

i) AGM – 19th March – Secretary said he had provisionally booked The Angel which can cater for about 60 but would like to tie in the venue and event with new developments in The Chamber to attract more members and new attendees. Meal price will need to be agreed as the venue is more expensive than Trident.

A good speaker is needed on top of the AGM business which has to be done.


The next Executive meeting will be on Wednesday 11th January 2012 at Wright Hassall, 0800.

NOTES ON BREAKFAST MEETING, 21st OCTOBER 2011

Attended by nearly 40 people from Leamington businesses and organisations, Chris White, Member of Parliament for Warwick and Leamington was the guest speaker. He spoke about the national economy and how that was relating back to Leamington. He said that nationally, the Government borrowing stood at a staggering £170.8billion which related to £15344 per household and that the Government policy now must be to create demand. Pumping money into the economy would help but the burden on the public purse is too great.

He said that this recession was not normal and the banks have concentrated on replenishing their balance sheets. Household debt stands at 160% of the country’s disposable income, equivalent to everyone having an £8,500 mortgage. Personal spending up to 2008 had been too great he said.

In looking at Leamington and its retail trade, he said that Local Authorities had a responsibility and should be careful when setting rises in such things as car parking charges. This could have the effect of reducing revenue through less usage. Chris said that interest rates must remain low.

He said that there is a need to improve the skills base after poor investment in this in the past; too much emphasis being placed on university entry. The Government are creating the availability for 50,000 apprenticeships.

In looking at small to medium sized businesses, he said that they must grow and to be encouraged to take on more employees, have access to finance and have the support of Government to expand. The Red Tape Challenge is resulting in the scrapping of £350m useless laws.

In closing, he said that his personal aim was to see Leamington expand and to become a serious shopping centre nationally again. He did not like the “Come to Solihull” poster displayed to railway travellers are leaving Leamington station.

He then went on to answer a number of questions from the audience on a wide range of subjects including finance, tourism, energy tariffs, the easing of planning rules and skills.

Extracts of Minutes of the Executive Committee meeting held 12th October 2011

1) Minutes of last meeting

The minutes of the meeting held 14th September 2011 were approved.

2) Matters arising

i) Chairman reported on the parking meeting held 15th September and said he said he was disappointed at the organisation and that it appeared the decision had already been taken as regards charge increases. In consultation with WDC it was agreed The Chamber set out its views to the WDC subcommittee to meet 13th October.

ii) Letter to WCC re taxi rank and safety issues in Warwick Street –a reply had been received in which WCC stated they would monitor taxi rank usage.

iii) Courier feature – Thanks are recorded to the BID team for supporting the compilation of the item and the professional finished article. It was agreed that such a feature could become a regular item in the local press.

3) Reports on recent and ongoing matters

i) Severn Trent works – Chairman confirmed that the roadworks would be cleared in time for Remembrance Sunday but that some work may be required after that date to reinstate surfaces etc.

For additional Parade, Clarendon Avenue and Clarendon Street works, business open as usual signs would be provided.

ii) Local Plan sub committee – c/fwd. Contact with Warwick and Kenilworth chambers will be made in time for representations to be made in 2012 at which time the new Team Leader at WDC would be in place.

iii) Development sites –Report on a meeting held hosted by WDC and Clarendon Arcade developers, Wilson Bowden, at which WDC reported on the situation with various development sites in the town and Wilson Bowden presented the latest on Clarendon Arcade – copy of notes see page 2.

Chamber has sent a letter to WDC in support of the development.

It had to be recognised that some shops may relocate into Clarendon but that the more worrying concern would be if a major store or stores moved to Leamington Shopping Park where there is a vacant unit available for immediate occupation at lower cost than town centre. No planning restrictions would apply to such an eventuality but WDC would not support such a move but in reality could not stop it.

As regards Ford, the planning had been passed which was a disappointment and that it was agreed that WDC should support the town centre more. It has been requested that The Chamber be consulted on developments affecting trade in the town at a much earlier stage and a meeting with WDC had been requested by letter including such an item.

4) Chairman/Vice Chairman reports – Chairman had attended the Local Enterprise Partnership (LEP) meeting in Warwick and in expanding on the notes of the meeting with Chris White, Norman emphasised the need for Leamington to apply as soon as possible for funding from the LEP and for Chris White MP to champion this as a cause. A meeting will be set up with Chris White, local council LEP directors and Chamber representatives to progress this theme.

Secretary has already written to Daniel Gadney and copied the Chief Exec with reference to the importance of retail trade in conjunction with tourism.

5) Other reports - As regards BID, it was reported that the Christmas marketing plan was being drawn up and that an open meeting to discuss this would be held shortly.

6) Secretary’s report

i) The AGM has been provisionally booked for March 19 2012 at The Trident Centre but secretary requested guidance on this following comment after the 2011 AGM that it should be held locally and this to be explored.

NOTES ON JOINT MEETING WITH THE CHAMBER, WDC & WILSON BOWDEN (DEVELOPERS OF CLARENDON ARCADE) – 29 September 2011

Recent planning matters –

  1. Regency Arcade going ahead as hotel

  1. Regent Hotel – Wagamama should be in occupation by Feb/Mar 2012

  1. Regent Court – small number of vacant shops

  1. Denby Buildings, Regent Grove – planning for financial and professional proceeding

  1. Royal Priors – Top Shop refurbishment in progress

  1. 131-137 Regent Street – student accommodation done but no retail occupant as yet

  1. Ford – detailed planning gone through for Morrisons store, industrial units and car park encouraging more local employment

  1. Fire station, Warwick Street – should go on the market late 2011 or 2012, waiting for WCC to find a new fire station site

  1. Leamington Shopping Park – some town centre shops relocated, some interest in the Focus store site.

Clarendon Arcade – the development was one instigated by WDC to enhance Leamington shopping and protecting it from other towns. In size, it would be similar to the sq ft of Royal Priors.

Developer rep. gave a detailed run through of the plans saying how it focused on the needs of the community making people stay in Leamington to shop. Very careful planning had been carried out to ensure the buildings fitted into the environment and they have listened to other people.

Car park numbers will be increased and servicing to the rear of Parade shops will be through the new development so tidying up what is now Guy Street which would provide the defined route to the anchor store.

The scheme is in for planning approval on October 18 with construction starting end 2013 for completion after an 18month build in 2015. There are a number of compulsory purchase orders to be dealt with.

No confirmation of the anchor store was given but developer said that he had no concerns of them backing out. The viability of the scheme is dependent on the anchor store and the project will not proceed without.

General concern was made of the linkage over Warwick Street with the expected footfall. It would be an opportunity for WDC to include such matters now within the Local Plan from a strategic point of view.

Chamber support was given to the project in principle.

NOTES ON BREAKFAST MEETING, 20th July 2011

Attracted by another topical agenda, Chairman Norman Stephens welcomed over 40 people to The Chamber of Trade’s latest breakfast meeting held on July 20th at The Angel Hotel, Leamington.

How The Chamber is helping local businesses

In describing The Chamber’s statement of purpose as being to champion the causes of independent and other local businesses and to make Leamington a successful shopping centre, Jonathan Meredith detailed some of its objectives and reported as follows:-

  • to act as a lobbying and pressure group to represent the views and concerns of Leamington businesses to local authorities
  • to have regular meetings with representatives of Warwick District Council and hopefully the other Councils for an exchange of information

  • to continue to meet with our local Member of Parliament giving an opportunity to put the concerns of local business and to get information on impending legislation likely to affect local business.

  • to build up relations with other local chambers to present, where applicable, a united front

  • to act on urgent issues affecting the town and hence the business community

In order to further these objects, we will consult with local business people to see the best way of putting these actions into operation.

We will build up a system of communication to bring businesses into a network for transmitting information.

We will strengthen The Chamber executive to get a wider range of contribution and expertise and are actively looking for interested members.

We are conscious that the health of a town is in its town centre and not in out of town shopping parks and will do everything we can to quell the number of empty shops.

We will make every effort to bring Old Town traders beyond Victoria Bridge into “Town Leamington” regarding its character as a strength to incoming shoppers.

What we’ve recently done –

  • Had regular meetings at Warwick District Council the latest of which was at the end of last month attended by The Chief Executive and portfolio holding councillor. It’s The Chamber’s aim to work with the local authorities in improving Leamington.

  • Made strong representations to Warwick County Council about the on-street parking charges – see The Courier front page of June 24th although the letter in last week’s Courier moaning about a lack of action by The Chamber was obviously missed by that particular anonymous reader.

  • Had meaningful dialogue with the parking representative from Warwick District Council.

  • We have outlined The Chamber’s reservations on planning restrictions which affect sensible trading and can put off investment in the town.

  • Liaised with mixed success with the Severn Trent works contractors to show the outside world that Leamington is open for business and made similar representations to local radio stations giving misleading information.

  • Taken an initiative to get a spread in The Courier to promote Leamington whilst the roadworks are proceeding.

  • Asked for “business open as usual” signs to be prominently displayed in affected areas

  • Researched how affected businesses can be compensated for loss of profits.

  • Represented and will continue to express the views of businesses on development sites, looking to maximise local employment.

  • Given views on the traffic calming in Warwick Street and safety concerns arising from the completed works.

  • We have agreed as winter approaches to request from Warwick County Council their contingency plans to cope with snow clearance to keep the town open and safe to pedestrian and drivers alike.

  • We have set up a working party to put forward businesses views on the proposed Warwick District Council Local Plan, working with other chambers on such matters as housing and roads.

  • Made representations with regard to the extent of roadworks which have at times given the appearance of a town under siege.

These are just a few of the things were doing or have done.

In short – we want to work with you in getting Leamington back to its rightful place as a major shopping centre bringing in business for all of us. If you are asked to complete a brief questionnaire, please do so, that will be how a strong chamber can go forward.

Chamber survey into the effect on business of the increase in parking charges

The Chamber is part way through surveying a proportion of Leamington businesses to find out how they are doing and the effect of increased parking charges on their business. All attendees where encouraged to complete the survey, the results of which would then be used in talks with the County Council to consider reviewing them.

Severn Trent sewer scheme update

Geoff Hancock of MNC Nomenca, the contractors on the Severn Trent scheme, gave a brief background as to necessity of the works being carried out and of impending road closures and traffic arrangements. He gave an assurance that the closure of The Parade would cease in mid November to facilitate free access during the Christmas shopping period. In reply to a question from Norman Stephens, Mr Hancock also gave assurances that they would do everything possible to ensure the public were made aware that Leamington town centre businesses are open as usual to encourage shoppers back into the town. He had agreed to a spread in The Courier to get this message across.

Mr Hancock then went on to advise of other Severn Trent works within the town which were necessary and involved some road closures in the south of the town around Willes Road/Radford Road and in Lillington; Lime Avenue.

Compensation for loss of profits resulting from the Severn Trent works

Jonathan Meredith gave a brief update as to how compensation claims should be made to Severn Trent for loss of profits occasioned by the roadworks together with advice to contact Warwick District Council for a business rating reassessment. He said that some businesses had already had discounts on their rates as a result of such adjustment. Anyone wanting further details should contact Jonathan at The Chamber.

Policing in Leamington

Inspector Faz Chisty was accompanied by two colleagues and gave a presentation into the new policing model for policing in Warwickshire and how these were to be manned and the chain of command. He encouraged traders to be active in the Safer Neighbourhoods Forum where local people were able to meet and request what areas of crime etc the police should prioritise.

It was emphasised that although the new model was a major change that the police would respond to crimes within set criteria. There would be no changes to the CCTV or shop radios.

The Waitrose development

Jeff Downes, representing the architects for the Waitrose development, gave a brief history as to how Leamington had been chosen as a suitable venue for a store saying that they would only come as a matter of policy if they were wanted. The fire station site had been chosen as a suitable venue subject to a new site being found for the fire station nearer to the M40 and urban areas. WCC has not yet made a decision. Waitrose want a town centre store near The Parade and although the chosen site is smaller than other stores, the site would be a compromise store with a big car park and only retailing food.

There were some questions from the floor questioning the site suitability, concerns over traffic and indeed whether Waitrose would consider becoming the anchor store in the Chandos Street development.

Update on Leamington development sites

Parminder Birdi gave a brief update on the various sites in Leamington. He said it is encouraging to see new sites being identified and inward investment. He mentioned the change of use of the Regency Arcade to hotel, supported by The Chamber as bringing new life into that part of the town.

The Chamber is also supportive of the change of use of properties in Regent Grove from retail to office use, again encouraging them to be occupied.

Parminder said that the developer, Wilson Bowden have listened to local residents and have revised plans for the Chandos Street development which the Chamber supports in principle as more shops are needed.

He also said that new tenants were in negotiations at Royal Priors to fill empty shop premises.

Finally, turning to the old Ford site in Princes Drive, Old Warwick Road, Parminder said that whilst the site is an opportunity for the town, the only plans submitted were for the Morrisons store. Whilst this would result in some local employment, The Chamber wanted to see firm plans for the whole site with a mixture of schemes maximising local needs and employment.

Anyone with planning concerns was invited to discuss them with Parminder by initially contacting the secretary.

In closing the meeting, Chairman Norman Stephens congratulated Chamber Executive member Gerry McManus on his election as vice chairman of the West Midlands Association of Shopping Centre Managers. It brought great prestige to Leamington and is well deserved by Gerry.

Future breakfast meetings are to be held, the next being with the local Member of Parliament, Chris White.

In his absence, Gerry McManus was congratulated on being elected as vice-chairman of West Midlands Shopping Centre Managers’ Association.

 

Letter received from WCC re traffic management but not answering concerns. The taxi rank was under-used noting only about an hour usage a day. Chamber will write.

Approach to new executive members will continue.

Joint dinner with BABPA – cheque presentation has been done.

 

Reports on recent and ongoing matters

i) Car parking survey – The response so far had been poor with only 9/10 received; not sufficient for a result. Some areas had not yet been covered which will be in the next couple of weeks. Object is to use the results to lobby WCC and shoppers should be included at some stage.

A representative of WDC had called to advise that WDC would be looking at the car park situation from 1stDecember. An increase in revenue of circa £44k was needed but they may be looking at alternative revenue sources such as season ticketing, reserved car park spaces, disabled parking etc. The DC and CC agreed to consult. The sharing of income is due for review in 2013.

Chamber needs to respond.

Chamber future sub-committee – continues to pose questions about how The Chamber can improve services to its members.

Meeting with Chris White MP 

Agreed to hold regular liaison meetings to swap information. MP to attend next breakfast meeting in October, date to be confirmed.

Banks reluctance to lend and HMRC new tough lines on collecting tax was discussed.

Local Enterprise Board – steps to be taken to direct some funds towards the smaller towns and not get swallowed up large projects.

WDC Local Plan – Chamber will respond and liaise with other chambers on matters such s hosing and traffic management etc.

Traffic management and road works discussed.

Chamber not happy with parking charges increase and will make representations to WCC. Chamber survey to be enlarged.

Chamber believes the parking charges raised in the town should not be used out of Leamington to subsidise other towns.

Meeting with WDC representatives – Report on the meeting said that an emphasis from The Chamber on co-operation with WDC was paramount in agreeing a new strategy for Town Centre Management which WDC will prepare for consultation with The Chamber. The attendance of the portfolio holder was useful to keep him fully informed of the situation.

Chamber representatives also expressed concern at the depletion in the Planning Department and possible conflict of interest on inward investment into the town. Parking was discussed along the lines already reported   above and the rebranding of the town as a “castle town” was dismissed by The Chamber as being misleading. An assurance was given that nothing had been decided.

Severn Trent works 

Report on the latest meeting held saying that with works behind schedule the public support for the project was waning and adverse publicity from the radio stations had not helped. There will be no road closures in December but other works in the town are programmed. ST to run a 2 page spread in The Courier to emphasise that the town is open and to consult with The Chamber on contact. Nothing has happened on this.

Development sites – nothing new to report.

 

Other reports

BID – there had been a contested election of 8 candidates for 5 places for board members the result of which would be released shortly after being moderated by WCC/WDC.

The guest speaker at the open meeting on 27th July is John Till, a marketing guru.

Joint dinner with BABPA –a final summary of the result – viz: Receipts £6109, expenses £3074 giving a surplus to The Linden Arches Appeal of £3035 to be recognised with a cheque presentation. In addition to the £3035, sponsorship of £150 has been paid direct to the appeal.

WCC re traffic management etc – Chamber to organise a meeting with the persons at WCC responsible for traffic and road closures etc.

The radio had given the impression that Leamington was basically marooned by roadworks so putting shoppers off visiting the town.

As regards parking, in view of the lack of response, suggested a letter be sent to the portfolio holder. If no response is forthcoming then it was agreed to resort to more radical action.

 

Reports on recent and ongoing matters

The Chamber statement of purpose – the sub-committee has recommended a survey be carried out of members and non-members alike to find out their needs from The Chamber. The on-line survey will be used as well as personal visits. Additionally, the breakfast meeting can provide an opportunity to put forward attendees’ expectations of a chamber.

The view of the sub-committee was that The Chamber remains a strong lobbying group and to liaise with Warwick and Kenilworth chambers.

Recruitment of street champions was agreed as a good idea to act as communicators between the traders.

Severn Trent works – Chairman reported on the current state of the works as regards being on time.

The Chamber is very concerned at the lack of signage on affected streets to indicate businesses were open as usual and how to get to them.

Breakfast meeting to include an update on the works and to give advice on compensation claims.

Development sites 

Waitrose – agreed the project has The Chamber backing as a food store. Waitrose to be asked to do a presentation at the breakfast meeting.

Denby Buildings, Regent Grove – change of use planning had been submitted which would allow estate agents to occupy the properties other than pure retail under current permissions. The Chamber will support such the change to encourage the properties to be re-occupied.

Ford – expressed concern at the apparent lack of experience and empathy which could follow the departure of experienced personnel from the WDC Planning Department.

There are doubts about Morrison application now being 21% non food which was seen as the thin end of the wedge for being in competition to town centre businesses and which is not in keeping with the original brochure produced for WDC by the developers or with the Local Plan.

Only detailed planning had been put in for the store, the rest of the site being in outline. The Chamber objects to this as before with the necessity of detailed planning being submitted for the whole site and for Morrison to be food only.

Traffic congestion in the Princes Drive area remains a major concern.

Regency Arcade – Environment Agency reports awaited.

Clarendon Arcade – Wilson Bowden about to update their package which will be available early July and suggested it be presented at a breakfast meeting. The Executive reserved on this point without knowing the package content and the need for The Chamber to express its members’ views.

Other reports

BID – New Executive Director, Stephanie Kerr introduced herself giving background of her past jobs in planning, town centre development and BID equivalent abroad.

Current BID activities include the distribution of the shopping guide and Leamington Life and a supplement in The Times. She had taken time to review past performance and has just completed a new issue of the BID newsletter to include a plea for new board directors. She said an open meeting was programmed in for 27th July.

 

Secretary’s report

Breakfast meeting confirmed as 20th July at The Angel. The Police will do a presentation on the new structure but be ready to answer questions from the floor on any subject.

Other subjects as agreed at the meeting namely, Severn Trent update and Waitrose presentation.

Website – now pretty well updated.

 

Extracts of Minutes of the Executive  Committee meeting held 11th May 2011

 

As regards the WDC meeting held on the Local Plan, it was agreed a subcommittee be formed to take soundings as to how the town should grow and to make contact with Kenilworth and Warwick Chambers for a united view to be put forward on common points of interest.

A letter to WCC re the Warwick Street Safety Improvement Scheme and disabled parking was approved. No replies from WCC re the parking charges have been received.

Reference the all day car parking facility at Station Approach, secretary said that he had not contacted the agents  due to some adverse public reaction to other parking facilities being withdrawn as a result.

 

Reports on recent and ongoing matters

Joint Charity Dinner with BABPA re Linden Arches – the outcome of the joint dinner was reported as being a surplus available to The Arches Appeal of circa £3k and thanks to sponsors and attendees for making the venture a success.

 

Severn Trent works – Chairman said that he had attended the flood forum meeting from which he said the liaison with the Severn Trent contractors was good but the gas board’s programme seemed a bit ad hoc. He said that ST had received compensation claims for a drop in business and expressed concern over the closure of The Parade and other closures making the town difficult to enter. There were apparently additional emergency works on Kenilworth Road and surprise was expressed as to why WCC had not got to grips with the situation to keep traffic flowing. Letter to be sent to WCC re traffic management.

Chairman said that he did not get a satisfactory answer to his question as to whether the current sewerage scheme would cope with the planned housing expansion.

Development sites –the Ford site would go to planning committee in June and Clarendon Arcade is proceeding slowly. Positive news is needed regarding that site and the developers should be requested to give an updated presentation.

An application for the Regency Arcade as an hotel was with planning.

There are more empty shops in the lower town and WDC are looking into change of use for Regent Grove shops to offices for professional usage.

 

Chairman report – said he had heard of a break-in and there had been very poor Police response. A new manning system is now in force diluting night-time cover. Chamber to write to WDC Safety Officer and local area commander for comment.

Latest update on Parking!

Warwickshire County Council are planning to prevent all on street parking meters from accepting either the new 5p & 10p coins and the old ones as well citing the cost of handling these small coins, despite the fact that 25% of all coins used currently are 5p & 10p. We will be writing to the county council to express yours and our concern.

Abridged Minutes of the Executive Committee meeting held 9th February 2011.

Matters arising from the last meeting

i) Chris White MP is to be invited to meet the Chamber Executive to discuss items of current importance.

ii) A discussion on the parking charges and on The Chamber’s reply to a letter from WDC resulted in agreement that the clauses of the agreement between WDC and WCC whereby there are differing rates for on-street and off-street parking is removed. The Exec. had to accept that the surplus on parking is permanent but this was not the understanding at the outset and The Chamber is still of the opinion that the revenue should go back into Leamington and not used to subsidise other areas. Any further increase would be strongly resisted and WDC should be made aware of the possibility of diminishing returns as fees are pushed up without due thought.

The Chamber will request a meeting of the councils with the Exec. and expressed concern that the subject of increased charges had not been raised at Town Centre Partnership meetings.

Chamber to write and notify WCC of dissatisfaction at lack of consultation.

iii) Letter re Ford site has been drafted. The Chamber will strongly object to any further retail planning grants.

Reports on recent and ongoing matters

i) Severn Trent works – Chairman said he had had a meeting at Riverside House with CC and DC representatives, Royal Priors manager, STrent, British Gas, contractors and FSB representative. It is apparent that the length of closures due to BG works is uncertain.

ii) Joint Charity Dinner with BABPA re Linden Arches – confirmed the venue as RamadaWarwick. The dinner will be formal, black tie with speaker. Cost £35 per head. The Chamber is grateful for sponsorship from Norman Stephens Unlimited.

iii) Development sites – Clarendon Arcade – nothing further to report, Regency Arcade – some tidying up has started.

iv) BID open meeting – The Executive was pleased that an open meeting had been held giving those anti BID and those pro BID to voice opinions. The outcome will be improved communications to both existing and new businesses. There are vacancies for more directors of BID.

The Chamber Exec. agreed of the need to differentiate itself from the BID as being a trade association whose main aim is in lobbying and representing all Leamington businesses and not just those in the BID area.

v) Breakfast meeting – went well due to relevant subject matter. Next meeting Autumn unless needed beforehand as urgent matters arise.

Correspondence -

i) A request from WDC ref Chamber representation on a panel to review the allowances paid to WD councillors.

Other reports

i) Town Centre Partnership – The last Town Centre Partnership meeting on 10th February was very poorly attended. It was suggested a review of the previous action plan be undertaken before any further plans are proposed. There is a need for more local businesses to get involved to secure the future of the Partnership in its present form

Nominations for a chair of TCP are needed.

NOTES ON BREAKFAST MEETING, 27th January 2011

Attracted by a topical agenda there was a good attendance of over 40 people at The Chamber of Trade’s latest breakfast meeting held last Thursday, January 27th at The Angel Hotel, Leamington.

Severn Trent sewer renewal scheme

Geoff Hancock of MNC Nomenca, the contractors on the Severn Trent scheme, gave a progress report on the works giving details of impending road closures within the town for which the shear size of the operation became apparent. He said that whilst there will be road closures, special efforts are being made to use tunnelling where possible and to work closely with other utilities to minimise the length of the closures.

In answering questions, Mr Hancock said that they were working closely with The Chamber and Town Centre Manager and details of closures would be made available on their and The Chamber websites. The importance of giving as much notice to retailers prior to closure was stressed as was ensuring deliveries to affected premises would not be prevented. Excavations in The Parade will be short in dimension and with adequate pathways to cross the road and not considered a hazard to footfall.

An open meeting will be held at Leamington Town Hall on the 25/26th February when more detailed information will be available of where and when the works are to be carried out.

With the other difficulties being experienced in difficult trading conditions, The Chamber is very anxious to keep shoppers coming to our unique town.

Mr Hancock gave details of further Severn Trent works planned for the South Town Flooding Scheme involving the installation of bigger pipes affecting particularly Leam Terrace and St Mary’s Road. Works, due to be approved in April are expected to last 12 months after commencement. Willes Road and Radford Road will have to be crossed but traffic is not expected to be disrupted. Any diversions will be agreed with Warwick District Council and be well publicised.

Compensation for loss of profits resulting from the Severn Trent works

Tony Loy of Severn Trent gave a presentation on the way in which a business could make a claim to Severn Trent where they believed the works had had a detrimental effect on business profitability. Leaflets were made available but anyone wanting more information should telephone Severn Trent on 0121 722 4451 or contact The Chamber secretary, Jonathan Meredith for a leaflet. Jonathan emphasised that the procedure was fairly simple but professional advice may be preferable, reasonable agent’s charges being paid by Severn Trent.


Clarendon Arcade, the old Ford site and other developments

Parminder Birdi gave a brief update on the various sites in Leamington the most important of which relates to the planning on the old Ford site in that The Chamber is to make representations to WDC to ensure that the proposed small workshop units will be built at the same time as the Morrisons supermarket. The Chamber is anxious that the site becomes one for employment of local people.

Certain frustrations were expressed at the slowness of any definitive outcomes on the Clarendon Arcade with no anchor store yet being named. Businesses local to the area are being left in a bit of a void until they know where and when the final developments are to take place.

The Chamber is liaising with developers, Wilson Bowden and is concerned at a further migration towards the top of the town and it’s preference for a new anchor store rather than a relocation of an existing store. Investment into the town however, is welcome and encouraging.

The Chamber supports a change of use for properties within the Regency Arcade at the bottom of The Parade and Regent Grove if it means these properties will be occupied and in part revitalise that part of the town.

Parking charges increase

A lively discussion ensued following Chamber vice chairman Keith Byrne’s highlighting the issues The Chamber sees as affecting the town’s attractiveness to shoppers by the increase in parking charges. The Chamber is to write to the authorities expressing disquiet that no consultation with The Chamber took place, the apparent income raising nature of the chares for the authorities and the reason why none of the revenue raised appears to be fed back into Leamington but used to subsidise other Warwickshire towns.

There were also rumours (now found to be inaccurate) that with the introduction of the new 5p and 10p coins, the parking machines would not be adapted. We are now told that conversion will take place.

How The Chamber is helping local businesses

Secretary, Jonathan Meredith summarised the issues currently on The Chamber’s agenda and said that being a newcomer to the job he was amazed at the breadth of subjects relevant to trading in Leamington which were discussed at the monthly executive meetings.

He advised that future breakfast meetings will be held to keep everyone up to date with relevant matters and there’ll be a Summer Social in June in Royal Priors

The Chamber is supporting the restoration of the Linden Arches in the Pumproom Gardens and will be joining up with BABPA, the local Asian business and professional association to run a fund raising dinner; further details to follow.

He appealed to local business people to give a bit of time to get involved with The Chamber by coming onto the executive at the AGM on March 21st. New faces and ideas would be welcomed for what is not a very onerous but satisfying position knowing that you are adding to Leamington’s prosperity.

Abridged Minutes of the Executive Committee meeting held 19th January 2011

Matters arising from the last meeting

i) Meeting with Warwick District Council – roles within WDC have changed and a follow up get-together with the officer from WDC is to be held to agree an agenda for the public meeting.

Reports on recent and ongoing matters

i) Meeting with planning officer at WDC – the main points were:-

  • Ford site – planning has been submitted for Morrisons only. The County has only expressed concern at the roadways.

Executive agreed that the small units must be built at the same time to encourage employment on the site and for the site to properly landscaped. Letter to be sent to WDC.

  • Regent Grove change of use to be supported by The Chamber.
  • Clarendon Arcade – meeting with Mid Warwicks Chamber on 20th Jan to be attended by some of the exec. for a progress report.
  • Regency Arcade – no news. Although Severn Trent works are not generally helpful, a new occupant at Regency Arcade could take advantage of the quiet spell to carry out their own works. It is understood the new developers are keen to move ahead with encouragement from WCC.

The closure of The Pound Shop was noted, leaving a further empty shop in Lower Parade.

ii) Severn Trent works – Chairman said he had met with Geoff Hancock of the contractors expressing concern at the apparent lack of cohesion between ST and gas contractors which could lead to longer road closures than necessary. Town Centre Manager said that she is working closely with ST and is to hold monthly meetings with them on 1st Wednesday in the month; Chamber to be represented. Agreed the focus must be on communication of the works before starting and to ensure deliveries are catered for where closures are in force.

iii) Severn Trent compensation – Secretary said this is in hand and he didn’t see any problems in giving advice. iv) Joint Dinner with BABPA re Linden Arches – More information to follow after a meeting of the sub-committee dealing.

v) Snow clearing – agreed that parts of the town had been in a poor and dangerous state and of the responsibility of the company running the markets to ensure the roads are cleared and for all authorities to do what they can to maintain footfall which was 40% down at Royal Priors.

Letter to be sent to WDC and WCC asking for information and assurance as to their contingency plans for such future circumstances. Also to clarify with Chris White the current legal position where, if shopkeepers clear the pathways or spread grit provided, whether they can be sued if there’s an injury.

Correspondence -

i) Speed limits in Warwick Street etc – CLARA has objected to the number of signs which would appear and this was agreed. It is thought the 30mph limit will be retained but with the planned narrowing of the roads to go ahead.

ii) Parking charges – was discussed in full including the subsidising of Stratford by other towns. Apparent that the charges are for raising revenues. Lack of consultation with The Chamber prior to officially notifying the increases was deplored. Chamber to write to the portfolio holder and WCC and WDC. Letter from Leamington Town Council letter presented, expressing their regret to WCC at the lack of consultation and of using the revenues raised for projects other than in Leamington.

Vice Chairman said that one his aims during the forthcoming year was to get some uniformity of shop opening hours within the town to give shoppers some certainty as to when shops are open.

Other reports

i) Town Centre Partnership – Town Centre Manager advised that the TCP are looking for a new chairman and the action plan for the next 12months is being prepared mindful of costings. She said The Chamber is seen as a key player in TCP.

ii) BID – Recruitment for Mrs Smith’s successor had been delayed and a new job description has been prepared. Projects are on schedule for completion. An open meeting has been advertised; date TBA.

iii) Town Centre Safer Neighbourhood Panel – no report.


Treasurer’s report –

i) Accounts for the year ended 30th September 2010 were approved.

ii) Agree subscription levels be kept the same for 2011/12; members to be advised that there had not been an increase for 4 years.

ii) It was suggested that Chris White MP be invited to meet Chamber representatives at some stage to voice his views on Government actions and the cuts and effects they are having or will have on the town.

Reports on recent events

i) Severn Trent works – Detail on road closures still seems vague and gas board works will be more protracted. Chairman has spoken to the contractor’s representative and is meeting him Friday, 10th. Agreed Chamber must be involved to protect footfall.

ii) Severn Trent compensation to businesses – The Chamber will give detailed guidance on this.

Reports

i) BID – The executive director advised that the BID projects were on target as regards delivery. The latest edition of BIDnews was distributed giving details amongst other things of an open meeting in January (date to be advised), how to contact the board, project updates and statistics on events and asking for more directors to sit on the board. There had been a number of enquiries but most had decided on being briefed, that the time commitment appeared too great, which is not really the correct position and more names would be welcomed.

Secretary’s report

i) Breakfast meeting - date and format of next meeting discussed. Agreed 4th week in January at Angel for Severn Trent updates, compensation claim advice.

Summer evening meeting – possibly in Royal Priors social meeting with entertainment.

Agreed there should be 3 (inc Royal Priors) breakfast meetings per year.

ii) It was agreed to have a membership drive in the New Year to enhance The Chamber’s influence in local business affairs.

iii) Regency Arcade – rumours regarding the possible occupants of vacant premises to be followed up.

NOTES ON BREAKFAST MEETING, 3rd NOVEMBER 2010

There was a good attendance at the Chamber of Trade’s latest breakfast meeting held on Wednesday, November 3rd at The Angel Hotel, Leamington.

Severn Trent sewer renewal scheme

Geoff Hancock of MNC Nomenca, the contractors on the Severn Trent scheme gave, a presentation illustrating the magnitude of the scheme and the various stages and how roads in Leamington will be affected. Work has already started but next year sill see road closures meaning diversions to public transport giving rise to concerns from local retailers as to whether people will still come to Leamington to do their shopping.

It is obviously a huge and necessary undertaking programmed to last through until Spring 2012. Regular progress meetings are being planned by the contractors and The Chamber expects to have its own liaison officer to keep an eye on the operations and keep members up to date through The Chamber’s website and to ensure the disruption in the town is minimised and businesses able to function as normal.

Crime update

Sgt Andy Scruton of Leamington police outlined the countywide Operation Stratham would be operational in Leamington with the aim of reducing crime, drink driving, drugs, fraud and domestic abuse. The police will take a proactive role in asking for feedback from retailers and vulnerable premises will be identified and receive attention from the local officers.

Sgt Scruton gave advice on how retailers can themselves take simple crime prevention measures but advising that the police are up to strength and there to help in the event of a crime being committed on the premises. He recommended retailers to join the Warwickshire Retail Crime Initiative, the organisation which makes available the radios to keep businesses informed of the movement around the town of possible troublemakers.

Clarendon Arcade, the old Ford site and other developments

Parminder Birdi gave the latest news on the Clarendon Arcade, Chamber representatives having met with counterparts from Warwick District Council. The developers have spent a lot of money so far and a planning application is expected shortly. Mr Birdi said that the project provided major opportunities for Leamington to counter the expansion of shopping at Solihull and the introduction of a quality anchor store is key to the project. Businesses are asked to let The Chamber have their views on the scheme so that they can be put into a co-ordinated response to WDC.

As far as the Ford site is concerned it is believed that Morrisons have signed a conditional contract and The Chamber is against any further retail outlets being built there but backing the linking of the new site with the bottom of the town to bring more people into that area. The original scheme to have offices and leisure is being monitored by The Chamber.

What spending cuts will mean to local businesses

Jonathan Meredith said that based on information from the recent meeting with WDC, it is apparent that due to proposed cuts in spending by the Council, the reduction in activity will work its way through to local business. It is hoped that if there is sufficient construction locally that developers may create local labour agreements so encouraging colleges to run appropriate training courses. WDC itself is to look at local procurement which although governed by EU regulations is not insurmountable if the right approach is made and WDC have agreed to run some form of course in the New Year to help local business through the tendering process.

Both District and County Councils are looking at reducing their workforces and the District expects to achieve this through a controlled vacancy and retraining programme.

The “New” Chamber of Trade

Chamber vice chairman Keith Byrne introduced the new look Chamber logo and website saying that the website is to be the most important information media for Leamington businesses to refer to.

He said The Chamber is the body which represents businesses to local, regional and national government and works hard to ensure members’ views are heard and where The Chamber can exert influence.

More of the regular breakfast meetings will be held on subjects of interest and importance to Leamington as a thriving shopping town. Today’s presentation from Severn Trent illustrates the importance of having advance information about such works and the effects on footfall such constructions are likely to have.

Meeting with representatives from Warwick District Council (WDC)- October 28th.
This is the second of six monthly meetings held giving The Chamber and WDC representatives an opportunity to exchange views on topical subjects and for WDC to advise on any new schemes, major planning applications and developments etc which may affect Leamington Spa businesses as well as surrounding residential area issues.

Executive meetings 2010

8th September, 13th October,10th November.
The Executive meets every month, apart from August and December, to consider matters of current importance to local businesses and then, where appropriate, to make comment. See NEWS page for summaries and current Executive officers.

Reports are received from the BID Leamington company, Town Centre Partnership and the Town Centre Safer Neighbourhood Panel.

The BID company is charged with delivering a comprehensive marketing strategy, to increase and develop events, to develop better way finding around the town and to enhance the town with hanging baskets and Christmas lights.

The role of the Town Centre Partnership is wider in looking at improving the town centre, to encourage more businesses to come into the town and to make Leamington Spa one of the top shopping centres in the country.

The Town Centre Safer Neighbourhood panel comprises representatives from the local councils, the police, Leamington residents and business people to be advised of local crime initiatives and to give some direction to the police for possible areas on which to concentrate.

September roadworks alert
Major roadwork disruption is expected as work is carried out in the north of the town by Severn Trent Water. More details are on the events page for the November breakfast meeting.

As news come in of councils across the country pushing ahead with plans to charge for parking at workplaces, we will keep a watch for any such moves in Leamington Spa.

We have also printed a brand new Information Pack which will be launched in September. This, together with rebranding the Royal Leamington Spa Chamber of Trade with a new logo and new image, is aimed to remind members of the benefits of membership and to attract new members. A wider membership can only enhance our influence over local authorities and other organisations on matters of importance to our members. More on this later.

Police station restricted opening
The Chamber’s view on the police discussions concerning the possible closure of certain police stations at night is that we appreciate that every organisation has to look at its costs. Any reduction in public services is serious and should only be implemented after proper research has been undertaken.

Our understanding of the situation as regards Leamington police station, is that it may close from 10pm until the following morning. One presumes that the number of people visiting the station after this hour makes it a nonsense to keep police officers in the station only partly or unoccupied when they could be more effectively employed in the town dealing with incidents and patrolling.

We are mindful that in today's world where communications are continually advancing with mobile telephones for contact and the use by the police of CCTV, changes may be made without any detriment to the service and this is what we would hope rather than a reduction in the overall number of police officers fighting crime in Leamington.

Parking charges
Following rumours and national press coverage, The Chamber has made enquiries of Warwick District Council concerning increases in town centre parking charges for shoppers. WDC has been asked to consider ways of encouraging shoppers to stay longer to continue their shopping in Leamington, regarded as a unique shopping town. We are anxious that shopping centres are treated equally citing out of town shopping parks as being areas of free parking. We are aware that the Council already make quite a surplus from parking but care should be taken not to put shoppers off coming to Leamington which could result in lower revenue for the council. We have also expressed concern as to how little of the money raised in the town from parking is put back into Leamington facilities.

We have as yet not received a response.

Notes on Chamber of Trade meetings held recently

July

The Chamber would wish to enthusiastically support The Leamington Society project to restore the Victorian arches in the Pump Room Gardens and ideas sought as to how this can best be done.

The Executive is actively responding to Warwick District Council on where the taxi rank should be sited and to retaining existing parking places particularly with regard to access for disabled drivers.
The Chamber would be against raising parking charges but advises the Council to look to other ways of encouraging shoppers to stay longer in Leamington to continue their shopping. We appreciate that retailers are having a tough time which is likely to get worse in the short term and we want to see motorists encouraged to come to our unique shopping town.” He continued “

The Chamber will support the Town Centre Partnership initiative “The Street Scene” looking to monitor the quality, cleanliness and repair of the Leamington street scene and where appropriate, to recommend remedial action. This will include such things as street-lighting, road surfaces, pavements, litter, car parks and graffiti.

The Executive received the report from the Town Centre Safer neighbourhood Panel which monitors local crime. A representative of the police will be asked to attend a future breakfast meeting to enable local business to put their views as to their priorities for focusing on crime control.

Sally Carrick of Carrick Travel, the head office of which is in Leamington Spa, advised that they had recently opened their 7th retail travel office in Pershore, Worcestershire.
Sally Carrick is also part of the consortium that purchased the assets, the brand name etc, of the previous Shakespeare Country, a public/private partnership.
The new commercial Shakespeare Country will be launched on 1st August, as a membership organisation and will provide, local, national and international marketing for the tourism and accommodation industry in Warwickshire.

Breakfast meeting 9th June

Approximately 25 members of The Chamber attended one of the regular breakfast meetings held at Le Bistrot Pierre on Wednesday 9th June. The main speakers were David Ward and Will Robinson of developers Wilson Bowden who, having brought a model of the new Clarendon Arcade development, talked further about the project.
In the discussion which followed, the need for a further addition to the shopping centre was raised, with the probable effect of creating more of a void between the Old Town and the main shopping areas.
The Chamber of Trade supports such development provided that the anchor store is a new retail outlet rather than a relocation of an existing one. The Chamber’s view is that a new prestigious store and a greater variety of shops will attract more people to Leamington which will benefit all of the local retailers.

Samantha Barrow gave a presentation on the work of The Heart of England Community Foundation, a charity for Coventry and Warwickshire, which supports small community groups and targets volunteer-led, neighbourhood communities. The Foundation manages many charitable funds for local families and businesses, as well as delivering Government grants and has distributed £7.5m over the last 14 years.
